Key Eligibility Requirements (2025)

To qualify for the RES, applicants must meet the following criteria:

  • Business Experience: Minimum of 3 years as an active business owner/manager or 4 years as a senior manager within the past 10 years.

  • Education: Completion of at least high school equivalent to the Canadian standard, verified by an Educational Credential Assessment (ECA).

  • Language Proficiency: Minimum Canadian Language Benchmark (CLB) level 4 in English or French across all four language skills.

  • Net Worth: At least CAD $300,000 in personal or spousal/common-law partner assets.

  • Investment: Minimum investment of CAD $100,000 into a new or existing business.

  • Ownership: At least 51% ownership for new businesses; 100% ownership if purchasing an existing business.

  • Job Creation: Creation of at least one full-time job for a Canadian citizen or permanent resident (not including relatives) when establishing a new business.

  • Community Support: Obtain a Community Support Letter from a participating rural Alberta community.


Participating Communities

As of 2025, over 60 rural communities in Alberta are participating in the RES. Some notable communities include:


  • Olds: Known for its strategic location between Calgary and Red Deer, and home to Olds College of Agriculture & Technology.

  • Peace River: Offers a supportive environment for entrepreneurs and has a dedicated portal for RES applicants.

  • County of Wetaskiwin: Provides opportunities in agriculture and manufacturing sectors.

  • Town of Didsbury: Encourages business development in various sectors.


Each community has its own process for scheduling exploratory visits and assessing business proposals. It's essential to connect directly with the community's contact person to discuss your business idea and plan your exploratory visit.


Application Process Overview

  1. Exploratory Visit: Engage with the community to understand local business environments and assess the viability of your business idea.

  2. Business Proposal Submission: After the exploratory visit, submit a detailed business proposal to the community.

  3. Community Support Letter: If the community deems your proposal beneficial, they will issue a Community Support Letter.

  4. Expression of Interest (EOI): Submit an EOI to the AAIP, including your business proposal and Community Support Letter.

  5. Business Application: If invited, submit a comprehensive business application to the AAIP.

  6. Business Performance Agreement: Upon approval, sign a Business Performance Agreement outlining the terms and conditions of your business establishment in Alberta.

  7. Work Permit & Business Establishment: Apply for a work permit to start your business in Alberta.

  8. Nomination & Permanent Residency: After meeting the terms of the Business Performance Agreement, apply for provincial nomination and subsequently for permanent residency through Immigration, Refugees and Citizenship Canada (IRCC).
